Clean Buildings Portal for Tier 2: confirm ownership in the Data Pool
The Clean Buildings Portal is where Tier 2 owners submit compliance, exemption, extension and incentive applications. The first thing most owners do there is confirm they own the building. Here is how, based on Commerce's published instructions.
Get access
Owners and authorized representatives create a profile in the Portal. Commerce's CBPS 025 explains initial access (Commerce, Tier 2 compliance).
Confirm ownership
- Open the Tier 2 Data Pool tab (first-time users land there).
- Tick the checkbox for each building you own.
- Click Confirm Ownership and check the owner in the "Owner to Assign" box.
- The building then appears on your Buildings tab.
Deny ownership
If a building is listed that you sold or never owned, select it and click Deny Ownership to release it back to the Data Pool.
Can't find your building?
- Check the Buildings tab first.
- Search the Data Pool by owner, address or keyword.
- Still missing? Use the Need Help? button to open a Commerce support ticket.
Portal steps can change; always follow Commerce's current instructions (Commerce, Tier 2 compliance). Not sure the building is even covered? Try our free Tier 2 calculator. Next, see the full Tier 2 checklist.

Want to know where your building stands?
Send us a building name or address and we'll reply with a free one-page Building Snapshot: our preliminary assessment of likely Tier 2 status from public information (for the owner or QEM to confirm), the deadline, the potential maximum penalty, an incentive estimate and a to‑do list. If you go ahead, we prepare draft documents on Commerce's templates for your QEM to review, revise, approve and submit.
