What's in a full package
- ENERGY STAR Portfolio Manager setup checklist and an administrative review of the energy data
- Draft Energy Management Plan (Word and PDF) on Commerce's template
- Draft O&M program: your equipment inventory and maintenance task schedule in Commerce's O&M Program Development Tool (Excel), plus a PDF
- Form B input packet with the information sources listed. The QEM's determinations are left blank.
- Early Adopter Incentive application checklist
- QEM review and submission checklist, keyed to Commerce's EMP and O&M Reporting Tools
- Client data-request checklist (what we need from you)
What's not in it, on purpose
Your QEM determines the floor area, activity types and energy use intensity target, completes Forms B and C and the reporting tools, makes the attestations, and signs and submits. We never sign, attest or submit, and we don't do energy audits, site visits, engineering or legal advice.
How it works

- Drafts in 15 business days after we receive complete information.
- One revision round after your QEM's review, plus free corrections to our documents if Commerce asks for changes.
